An old server build is not always a dead game. Some studios finished the server side years ago and patch only the client; others stopped updating altogether while the community still runs servers.
Questions
How do I know if my dedicated server is out of date?
Compare the build ID your server reports with the public build listed here. Running SteamCMD with app_update and the server app ID, followed by validate, brings an install to the current public build.
Why does the server update date differ from the patch notes date?
The dedicated server is a separate Steam app from the game. Developers can ship its build before or after the announcement, and some patches change only the client, so the two dates do not always match.
What does players now count?
Steam's current player count for the game, across every way of playing it. It is not the number of people on dedicated servers.
